Error 0x80070057 Japanese Menus and Dialogs for Internet Explor

I have tried for some time now to download the Japanese Menus and Dialogs for
Internet Explorer 6 SP1, but everytime I do so, I get the error 0x80070057
and if I do the same thing again, without rerunning the windows update, I get
the error message 0x800A138F.

I have looked upon all the threads that might help, but so far none have
helped at all. If anyone can help fix my problem (and maybe even in the
process by answering my question, others questions will be answered). Any
and all help is greatly appreciated.

0x800a138f -2146823281 ERROR_RESOURCE_NOT_FOUND Javascript runtime error
I would update your Java to the latest version.

Unfortunately, I do not see how having the latest version of Javascript, even
though I already have it. I also do not have any of the programming that the
website mentions. According to the error page, it says " Windows Update Error


Windows Update has encountered an error and cannot display the requested page.

Select from any of the following pages for information about Windows Update
services, or send us your feedback.

You can also get online support if you are having problems with Windows
Update.


Send error number to Microsoft (0x800A138F)
Note This sends error information but does not create a support incident;
you may or may not receive a response." (this might help clear up some
things, I don't know.)
