800700C1 = "is not a valid Win32 application"

The download was corrupt or truncated. Empty your local cache of Temporary
Internet Files. Ensure that you have disabled any download accelerator.
Try Windows Updates again.

Thank you Robin - I assumed that you meant the Temporary Internet Files area
of Internet Explorer and deleted those files, and was able to install my
German MUI under Vista Ultimate. That is, there was no more Error 800700C1,
although the Windows Update main screen says, hilariously, "Some updates were
not installed. Not needed: 1 update. View available updates." This after an
update with one item checked, which the update history says was successful.
I just can't get over how unpolished Vista seems, even Ultimate, with SP1.
