Error: 0x80070246 - Vista Ultimate (EN) with MUI pack (HUN) + SP1

There are problems . I have an original Vista Ultimate (EN) with MUI pack
(Hungarian). When I want to install SP1 of Windows Vista, I get an error
message:

Error code: 0x80070246. See
http://go.microsoft.com/fwlink/?LinkId=101139 for details.

So:
0x80070246 ERROR_ILLEGAL_CHARACTER An invalid character was encountered.

I uninstalled AVG antivirus but it didn't help me.
And I have never installed Beta versions of SPs.

Windows AIK:

I downloaded Microsoft Windows AIK and I did everything step by step, but
there is a problem:

Why can't I overwrite GlobalInstallOrder.xml?
I got an error message: "Access denied".
In addition, the xml files are the same size.
So, my GlobalInstallOrder.xml is correct or not?
I don't understand what is the problem.

I have an other question too:
How to turn off "Test Mode" in Vista?
Unfortunately, it isn't so simple. This is not good:

bcdedit /set testsigning off

I can see a text on my screen:

I don't understand it but I hope someone will understand what is the problem.
