Error 0X800703E3 When installing newer version of Windows Update

I am sooooo frustrated. I have changed file names, deleted temp. files,
checked for admin. priviledges and checked registry entries and still can not
install Windows Update. Any suggestions will keep me from pulling out my
last three hairs!
