Robby, I simply crossposted your question to the WSUS Newsgroup.
If someone knows the answer then they'll post a response in due course.

There's not much to go on, here, Robby, but the most common occurrence of
this error code is when trying to install an Office update and the installer
cannot find the installation image or media.

And, everything else is at

Hello,
I tried test:
With a tool LIS office for the source installation, i have delete and after
enable Source ,
other test, it is to copy OSE.exe from cdrom, but after it's same problem.
The only solution, is it to reinstall Office 2003 ??

I saw on another forum (Sorry I can not find the link again) that a guy who
had the same problem cured the problem.
The problem being the failure of all office 2003 updates with a 0x80070643
exit code.
He was using a Registry Cleaner called RegCure and when he restored his
registry back to before the first time he ran RegCure, everything was fine.
I use RegCure and I have looked at when I started to have this 0x80070643
problem and low and behold, the problem occurred
on the first office update after I ran RegCure.
This to me point to the fact that these updates arw failing due to a
currpt/missing registry entry.
Is there an easy way to check the registry for corrupt/missing entries
required for office 2003 updates?
Please note that I have posted this to several threads to make sure everyone
is aware of this potential issue.
Please note that I am not dissing RegCure, I am merely trying to shed some
light on this annoying issue.

Sorry about that. The guy I referred to said that he restored his registry to
before he run the Registry cleaner and all was well.
I am trying to locate the entries in the registry cleaner log to determine
what was removed and try to restore the missing entries.
When I have more information, I will let everyone know.

Lawrence, I did have this issue but have now solved it. It certainly looks
like a corrupt registry setting.
Here is the link to the thread.
