Error 0x800706BA The RPC Server is unavailable

I can no longer do a complete pc backup of my laptop to my external hard drive.

Since my last successful backup I've formated my external hard drive and
instaled broadband internet. Could either of these actions be causing the
problem?

I would run diskmgmt.msc to change the drive letter of the external to
something else, and start a backup to see if it sees it.
