Error 0x80072EFD not allowing windows update

I have read all the help pages, turned off firewall and symantec AV, added
trusted sites and still cannot download XP SP3.

Any ideas?

You are not offered the option to install Windows XP Service Pack 3 when you
use the Windows Update Web site or Automatic Updates:
