That's not enough information to judge that conclusion.
E.g. is the same version of WU being used in each case?
Otherwise it's comparing apples and oranges.

Have you tried getting the updates manually through the
Windows Update Catalog? E.g. that would involve only WUv4.
Your problem is probably due to BITS being used by
higher versions of WU or AU.
From a recent post to another forum where the poster
was complaining about not being able to update using Vista
but could see the list of updates:
