Error 0x8007f004, when istalling updates.

Seems like a user rights issue. We are running a pretty restrictive set of
group policys that were setup way before my time here. I'm able to install
updates with one user account, but not any other accounts even though they
are members of administrators group. My question is: What user rights must an
account have on the local machine in order to install windows updates. Thanks
in advance.
