You're welcome. Was this error resolved in SP2 or was SP3 applied in the
hope that it's application would resolve it ?
Some 'thing' is either setting a local security option, interfering with
Cryptographic service when the system hits the update sites, corrupting
the contents of CatRoot2.
Suggest you give this a shot -
1) Clean boot XP to rule out 3rd party software interference:

2) Then follow the Steps laid out in this MSKB as it specifically
mentions this error:
