Thanks PA Bear! I had tried all the options you listed below, with the
exception of your option 4.

This site again listed everything I've tried, with the exception of
suggesting I try the secure link directly. Instead of using the IE tools
setting to get to
http://v4.windowsupdate.microsoft.com/en/default.asp , I
instead, as the site suggest used the following link
https://v4.windowsupdate.microsoft.com/en/default.asp and it worked. It
looks like the only difference is secure vs. non-secure. I'm unsure why
this has happened, but in any case I'm now able to access and view the
available updates. I haven't downloaded them yet, but the current problem
at hand is at least solved with this "workaround". Any ideas why this might
be occurring? Thanks again.
