Error 0x80240019 from Windows Update

I am suddenly seeing error 0x80240019 during the analysis portion of Windows
Update on a Server 2003 system. This code translates to "Attempt was made to
install an exclusive update with other updates at the same time". However,
nothing has even downloaded.

I see several posts related to the same error code and Windows Defender, but
Defender is not installed on this system.

Any idea how to proceed other than wait and hope the error goes away.
