Howdy Rich,
Is this pc in a corporate network ? or a home network? or a stand alone pc?
IF a corporate network, make sure to get your network admin to help. This error is supposed to be in SUS setups.

The essence of that error is "failed connecting to server".

Does this pc have security package like Norton Internet Security or McAfee Security or another 3rd-party suite?
Try to determine what programs that are running "could" interfere with internet traffic from & to your pc.

If you've got a 3rd-party firewall, add microsoft sites to the exclusion list-section of the software.
All else failing, see if trying Windows Update at a different time helps.

PC is in a corporate network. I am running Sophos Anti-virus. I did try to
add the microsoft sites to the exclusion list but then I couldn't connect at
all. I am going to try to speak with someone in our firewall group.

Ask the network admin if your company has a SUS server.
