Error 0x8024401B, No solution

I have a windows 2000 server with a ISA server 2000 installed on it and
2
cards, External
and Internal, although i have done the following tasks but i can not
update
windows and it gives me the above error

the tasks that i have done
* defined the sites needed for updating windows in isa server and
letting
any requtest use it on isa server
* defined the sites needed for updating windows in IE security section
as
trusted sites

I used the proxycfg to know kind of configuration i have.
by default i get this by typing the proxycfg

Flags = PROXY_TYPE_DIRECT
Proxy Server = -not set-
Bypass List = -not set-

but nothing happens, the windows can not be updated, and then i set
that value to the ISA server which it is itself again .

Flags = PROXY_TYPE_DIRECT | PROXY_TYPE_PROXY
Proxy Server = proxy_Isa:8080
Bypass List = <local>


but unfortunatelly nothing happened.


i don't know why the authentication couldn't be done.
any idea?
