It turns out that Norton was my problem.
It is simple enough to test, right click the norton icon and disable the
firewall. Try the update process again.
In my case I tried all other options from proxycfg, registering wuaueng.dll,
and enabling the bits service (mine was set to manual)
I did find the location in Norton Personal Firewall to authorize the website:
in Norton Personal Firewall click "Personal Firewall"
on the right side a bubble appears, click configure.
a window pops up, on the "networking" tab in the trusted section, click add
and add the rule:
update.microsoft.com
download.microsoft.com
that fixed my problems! now I don't have to disable norton each time I want
to perform a windows update!
