Yes, there is a fix for it :

Extract the .NET verifier from the above .zip file and read the ReadMe
on how to use it. It's fairly simple.
Then run it to confirm that .NET Framework 1.1 is correctly installed.
If it's not, then first attempt to uninstall it from Add/Remove Programs
in the Control Panel.
If it can not be uninstalled using ARP, then download the automated
removal tool:

Remove .NET Framework 1.1
Reboot if requested to
Download .NET Framework 1.1 and save it:

When the download completes close the browser and any other open programs.
Now install .NET Framework 1.1 [ dotnetfx.exe ]
Restart if requested to.
Then go here, download and *save* .NET Framework 1.1 SP1:
