Error 126 cryptographic service

I am having problems getting updates to install and I think part of the
problem is because I can't get the cryptographic service to start up. I try
to start it and it tells me Error 126: The specified module could not be
found. I have ran through article KB822798 and I still can't get it to
work. I have come across some on a google search saying to get Windows
Update Q817287, but I can't do updates on this machine. I was wondering if
there is another way to download this fix so that I can see if it fixes my
problem. I am running XP SP2 just so you know.
