Error 1719: The Windows Installer Service could not be accessed. (Help)

Hi,

I keep getting this error but have performed ALL of the methods
recommended at the Microsoft Knowledge Base shown below including all
of the side links within it.

Does anyone know of any other fixes that can help me out? I can't
install or uninstall anything anymore.

This happened right after installing Winamp 5.1 and then uninstalling
it. I already checked their website and nothing is being reported.

I'm running XP Pro with SP2 and all the critical updates.
(Including Windows Installer V3.1 which I also uninstalled then
reinstalled)

Any and all help is most welcome and appreciated,

I sure do hope I don't have to re-install XP again from Scratch.

Were you able to install/uninstall until the end of July ... do you have
a UPS made by APC/PowerChute, specifically, PowerChute® Business Edition
6.x ? http://727.apcc.com/
If not, when did you uninstall WinAmp ?
