Error 1919

Whenever I try to load Microsoft Office, I get an error 1919 message. I
understand from reading things about correcting this error that you should
install MDAC 2.8, and whenever I try to install this, it says it is already
installed. Also, Windows Service Pack 2 is also installed. I have also
installed Registry Mechanic. Nothing seems to work. Any suggestions?
