Error 2 during language pack installation

I uninstalled a language pack, and later tried to reinstall it again, but
Error 2 appeared.

Rebooted and reinstalled did not help.

Tried the following, but did not help either

That particular language was the default language of another user in the
system. I wonder if it makes any difference. That user was not log in
during the un-installation.

Later, when I tried to install another language pack, it went ok.

Any idea why and solution?
