I had the same problem and discovered how to fix it. See:

Sorry I didn't figure it out before you started uninstalling stuff. And the
MS documentation in my post states their awareness of the Frameworks being
corrupted by WU upgrades and fixes ( and that you might want to fix them
every once in awhile !! ).
