First of all, I have Vista Ultimate 32bit service pack 2.
I have been stumped the last several days trying to fix this problem.
I have searched various threads and have tried using .Net Cleanup
Utility ( reinstall all NET frameworks) but to no avail. If keeps
saying the cleanup failed. This is happening to all .net frameworks.
Here are the folders in *%systemroot%\Microsoft.NET\Framework*:

I really don't know what to do next. I am assuming the 1.1 .NET is
causing this problem but I don't want to do something that might cause
more harm.
