error 800401f3 no connection in user messenger

Hello can soemone help me out with this issue ; i just create a new user but
when i try to connect the messenger doesn't connect came that error ...,
after all when i log as adminitartor the messenger work can soemone help me
out , i will really apreciate , thanks
