I have been able to fix this problem (on 4 computers in my small network)
using information provided on an earlier posting (Apr 09)- my apologies to
the author of this solution but I cannot find their string at the moment.
There is NO NEED to fuddle around with downloading from manufactures' sites
nor do you need to hide the update that keeps popping up: Windows Update has
a much simpler (for you) method of updating - you merely need to take control
yourself
Log onto the machine with an Admin account.
Please locate this file. (c:\windows\system32\mapisvc.inf)
Right click the file, choose properties.
Click on the security tab.
Click advanced
Click on the Owner tab
Click edit
Choose your account name and click ok
Click ok all the way out...

Then right click the file again and choose properties.
click the security tab.
Give Everyone Full permissions.
click ok all the way out.

Thanks so much to the expert for this simple fix.

And of course you read -

If you receive Windows Update error 80070103 while installing updates, you
might be trying to install a driver that is already installed on your
computer or a driver that has a lower compatibility rating than one you
already have installed. "

So why force the installation?
