To get Windows Update to re-offer updates:-
Click Start, select Run and then type in: wuauclt.exe /detectnow
Services mentioned should read: Status: started, Startup type: automatic
If the above hasn't helped, run the Microsoft Baseline Security Analyzer.

Which will advise and if necessary install needed updates.
Automatic update should remain started and on automatic.
