i have tried getting windows update but keep getting error 80240016 i have
windows vista home premium with sp1

Does the issue occur when searching for, downloading, or, installing
updates ?

Error message when you try to install updates from the Windows Update
Web site or from the Microsoft Update Web site: "0x80240016"

The above KB article suggests that you Stop and Start the Windows Update
service. Although I fail to see how that resolves the issue, suggest you
first give it a shot.
