Error 80240016 in Vista Home Premium - Windows Update

I am running Windows Vista Home Premium on Dell XPS 420 with 4gigs RA
quad core processor. I have Norton 360 installed.When I try to ru
Windows Update, I get error 80240016
I have read through other posts. I tried sfc /scannow without success
I went into the event viewer:Windows log:Application and I fin
multiple entries of
error CAPI2 11. I went to Microsoft Technet who tell me that this i
"Failed extract of third-party root list from auto update cab at: %1&gt
with error: %2
It suggests resolve
Check permissions on temp dir
It tells me to ensure that the user account logged on to the compute
has full control permission
I did this
Verif
Tells me to log onto a Web site that requires Automatic Roo
Certificate Update components
If the certificate is downloaded successflly, Event ID 1 in Microsof
Windows- CAPI2 event source will be written into event log
Did all this and still get error CAPI2 11
Any suggestins as to what I do now
