Error 80244016 when trying to install Windows Updates on a Win2003

I have a Windows 2003 Server SP1 that is also out Project Server 2003.
Currently the proxy settings are pointing to the local host so the Project
Server Web Access is work, but I cannot install Windows Updates nor does the
Auto Updates work
