error 80246008,tried fixs,BITS still not opening

Got an error(80246008)
with the windows update,got vista premium with sp1,downloaded bits fixup
tool,but it says BITS repair is not required.But when i open up services
,there is no BITS there.I thin k it might be a registry trouble,plz
help!!!!!!!!!

You need to Run... services.msc as Administrator to see that,
e.g. not just try to use the Services tab in Task Manager.

Alternatively, in a cmd.exe window, also Run as... Administrator
enter:

bitsadmin /util /version /verbose

Thanx pal,tried the above,via cmd.exe
it says
""is bits secondary service active?--NO
bits sewcondary service path -- N/A
pending file operations---none
unable to connect to bits- 0*80070424

What should I do now???

There is a very good chance that you are seeing the effects of a hijackware
infection!

NB: If you had no anti-virus application installed or the subscription had
expired *when the machine first got infected* and/or your subscription has
since expired and/or the machine's not been kept fully-patched at Windows
Update, don't waste your time with any of the below: Format & reinstall
Windows. A Repair Install will NOT help!

1. See if you can download/run the MSRT manually:
http://www.microsoft.com/security/ma...e/default.mspx

NB: Run the FULL scan, not the QUICK scan! You may need to download the
MSRT on a non-infected machine, then transfer MRT.EXE to the infected
machine and rename it to SCAN.EXE before running it.

2. [WinXP ONLY!! =>] Run the Windows Live Safety Center's 'Protection' scan
(only!) in Safe Mode with Networking, if need be:

3. Run a /thorough/ check for hijackware, including posting the requested
logs in an appropriate forum, not here.

Well, the bitsadmin /util command has a repair option
but if PA Bear is correct that probably won't have any lasting effect.
