Error in cfgmgr32.dll

Since last few days, i am getting error on my windows.. cfgmgr32.dll is not
either not designed to Run in windows or invalid. pls. tell me what is the
solution to this problem.

Hi,

Click start, type C:\Windows\system32\cfgmgr32.dll and the file should
appear in the menu. Right click it, try choosing 'restore with previous
version'.

I am getting the same error, but i do not have a previous version to
restore to. i have tried to delete the file, but get a security error
message (even tho i am running as an administrator). the file is 0
bytes long and none of the virus programs and registry programs i have
run are finding any errors. any suggestions?
