Error Code 0x80004002 - Windows 2000

I keep getting this error code when attempting to install

Microsoft Windows Installer 3.1 and
Update for Background Intelligent Transfer Service (BITS) 2.0 and
WinHTTP 5.1

I've tried running regsvr32 on the list of files suggested, but still get
the same problem.
