error code 0x80070005 with create restore point

i have given myself, the system, and administrators permissions with all
files and folders on the machine-i keep getting this code when trying to
create restore point on any drive and also shadow copying seems to not be
working either as there are absolutley no previous versions. ido not get this
and yet this is a very major part of vista-i need help and think it to be
unfair to ask 60 bucks for help from microsoft. product does not operate as
advertised. i also only have good major apps on my machine. mostley ms,
adobe, scansoft ect. oh -backup wont work either
