Error 0x800706BE means RPC_S_CALL_FAILED.

Right-click "My Computer", Manage and make sure Remote Procedure Call (RPC) is started.
Background Intelligent Transfer Service (BITS) and Windows Installer Service are dependent on
Remote Procedure Call (RPC) service and if RPC is not started BITS and Windows Installer will
fail and eventually the update is not installed.

THANK YOU!!! I did everything you advised, BUT don't see <<Remote Procedure
Call (RPC)>>, or words to that effect, anywhere :/

I would presume this means that it isn't started, so...how can I get it
started??

THANKS again,

Goob

Click Start -> Run -> and in the Run box, type (or copy & paste) services.msc and click OK.
Scroll down the list to "Remote Procedure Call (RPC)" and "Remote Procedure Call (RPC) Locator"
and make sure both services are "Started" and set to "Automatic".
If they are already started, stop the service & restart it. Toggling it off/on it may help.

THANKS AGAIN!! One glitch: remote procedure call can't be stopped and then
restarted -- nothing is available to toggle...every option is greyed out :/
Locator was started, but on manual, so I stopped it, then restarted it and
toggled to automatic.

Any obs about the RPC options greyed out?

THANKS,

Goob

That's normal. Mine are grayed out too.

Unfortunately the "RPC Server is unavailable" message is one of those misleading messages
Microsoft issues in response to a lot of different conditions. If you do a search on their
website (http://search.microsoft.com) you will get at least 1000 different conditions that could
cause it. However, a search using: RPC Server is unavailable "Windows Update" returns
only 7 hits. I would suggest that you run that search and see whether you think any of these
conditions could be affecting you. Here's a shortcut to it: http://tinyurl.com/rmzt5
