where the poster VincentK states that he has found the answer (last post on
the page). Don't know if it works or if it brings on more disaster, but
maybe worth a look. Mentioned elsewhere are notes to verify the "Backup"
and "Restore" privileges for the User (under Security Policies) are set for
the Administrator, Backup Operator.
Before running the above, please check that you have no 3rd party tools
running that interfere with reading/writing/changing the Registry/Hive.
Things such as so-called "registry cleaners" and "uninstall protection
programs" are notorious for causing this sort of issue. Some versions,
mostly older ones, of Norton products also contributed to this error
condition.
As stated, have never tried any of the above, but maybe these will point you
in further investigative areas. A good current backup recommended before
trying that .BAT file.

No, keep the administrator you have. He seems a reasonable fellow, is able
to keep a sense of humor even when faced with adversity, and understands the
chain of command when dealing with his boss (the system administrator).

This error is a strange one, popping up in various places with some
differing causes/results. It is often displayed as a secondary or
background error code with other primary error issues. One possible fix is
to install/re-install the latest BITS and Windows Installer supporting
updates. You can download the BITS one here:

BTW, it has been a long time but I recall that the entire line of Thinkpad
laptops were notorious for having IBM-centric "quirks" when it came to
updating and modifying almost anything. If at all possible I would
recommend upgrading the hardware to something from the current century.
