Error code 0x80200013

I always update MS installation on MS Windows 2002 XP SP3. But, several
times I tried to download MS NET Framework 3.5 SP1 and .NET Framework 3.5.
Family Update (high priority), but always stop to download with message
0x80200013. Downloading is only from 17 MB to 25 MB (total 248 MB).

You may receive an error message that contains the "0x8DDD0018" code or the
"0x80246008" code when you try to download updates from the Microsoft
Windows Update Web site or from the Microsoft Update Web site

I think that article ID 910337 isn't solution for my problem. BITS is start
and correctly configured, but message and error code is the same 0x80200013.

BITS can request ranges of updates. However, if the network proxy or
firewall device does not support range requests, BITS cannot download
updates. Therefore, BITS returns the 0x80200013 error code. When this
problem occurs, the %windir%\Windowsupdate.log displays the following entry:
Download job failed due to insufficient range support

Check your windowsupdate.log.
