ERROR CODE 0X80246008 FAILED INSTALLS ON ALL UPDATES

I have installed WINXP PRO on a new build and cannot install any of the
updates through the new os or windows site. The updates download, than fail
to install. I have checked all possible scenarios out for this to be
occuring. Does anyone know what might be possibly happening or what this
error code is??? PLEASE HELP...lol

Updates are not installed successfully from Windows Update, from Microsoft
Update, or by using Automatic Updates after you repair a Windows XP
installation:

NB: Also applies to clean installs, upgrade installs, and Recovery installs.

You may receive an error message that contains the "0x8DDD0018" code or the "0x80246008"
code when you try to download updates from the Microsoft Windows Update Web site or from
the Microsoft Update Web site
