Error code 0xC1 when installing .net 1.1 sp1

XP pro sp2
This is happening when I use Microsoft update. The installer package is
already downloaded and consistantly comes up with

"Installation Failure

Error Code: 0xC1
Try to install the update again, or request help from one of the following
resources.

"

as the result of the install.

Any ideas would be appreciated!
