error code 1935 installing .NET framework

I tried uninstalling all this .NET framework crap (what the hell does it do
anyway???) and reinstalling like has been posted many times here; now I get
error code 1935 when trying to install the version 1.1 .NET framework. I'm
about to rip my hair out over this nonsense; I reinstalled my operating
system just last week and I DO NOT want to do it again over some microsoft
update BS. Please help

You have to use the Microsoft utility removal program from their website.
Then use the directions in the listing below this one.

Where do you find that? I actually succesfully used the add/remove function
in the control panel to remove all the .NET stuff, and I also used another
utility to remove any remaining items, and it still gives me the error when I
try reinstalling anything. I also tried using the windows install cleanup
but there was no .NET items in the list.

What utility removal? Is there a link for it? Does it have a name other than
'utility removal?'

And what 'directions in the listing below this one' are you referring to?
