Error code 5009:0x8002802b

Trying to uninstall NAVMAN icn530 and JOINT TASK FORCE and I get this message:

An error 5009:8002802b has occurred while running set up.
Please make sure you have finished any previous setup and closed other
applications.
This has been done several time to no avail. How do I uninstall these items?
