error code 80073712 pretty much the same as anyone else

at first i had the 800ffff error and couldn't install any updates past dec '07.
now i can't uninstall ANY updates at all, Manuel or automatic.
i've tried the fixes being stated however theres a problem.

there is a pending.xml in the winsxs folder but i'm told i need permission
to delete it... i'm the SOLE USER of this system and i AM logged in obviously
as the administrator.
i get this error not only on system files but personal ones too at times no
less.
so who's bloody permission do i need to delete my own files?
with personal files i can reboot and delete fine magicly, but with this
pending.xml i can't get near it.

op system is Vista 32 Home Premium.

Please see: Description of the CheckSUR update for Windows Vista and for
Windows Vista for x64-based systems

Download and *save* CheckSUR :
http://www.microsoft.com/downloads/d...1-4B7920F982E9

Then read the " How can I manually install and run CheckSUR to
troubleshoot my system? " section in the KB947821 article.
After making the necessary registry edits, close the browser and any
other open programs.
Install Windows6.0-KB947821-x86.msu by *right* clicking it and choosing
'Run as administrator'. Follow the UAC prompts.

80073712 is one of the errors listed that CheckSUR *should* resolve.
