Error code 80240016

There are available updates for download, but once clicked this error appears
saying windows is currently downloading updates, however, I know it isn't.
The other error code that often pops up ends in efd, which also pops up for
windows definitions. Windows definitions help said that the problem would
originally be with Windows update. Can anyone help?

installation was in progress or the system was pending a mandatory restart.

What update are you trying to install and what update did you previously
install?

Error message when you try to install updates from the Windows Update Web
site or from the Microsoft Update Web site: "0x80240016"

reboot is pending"

Updates try to install, and then the bubble pops up on the task bar saying
"updates were not installed." I view the updates page again, and it says
available updates, i click 'install' and it says there are updates trying to
install already. When viewing missing updates, it includes the original ones
it showed, including a .Net Framework 3.5 Service Pack 1 which is labelled
important, as well as a dozen other windows vista updates. I did the command
prompt options and this error still appears. So, the updates aren't
downloading the first time.

when I try to udate anythin it won't update and it always gives me a similar
| error like this number 80240016!
