I recently upgraded my PC from Home to Proffesional version. After that I
tried to update Windows Media 9 Series to Win 11. One of the pre-requisites
is the installation of Microdoft Windows Installer 3.1. After downloading it,
the installation failure of Error Code 0x80200010 shows as a failure of
installation. What can I do for the solution?

BG_E_NETWORK_DISCONNECTED
0x80200010
The network card is inactive or disconnected. All jobs are placed in the
BG_JOB_STATE_TRANSIENT_ERROR state
Check your device manager.

Also make sure these services are not disabled (Start, Run, type: Services.msc)

Background Intelligent Transfer Service(BITS)
Cryptographic Services
Remote Procedure Call (RPC)
System Restore Service

Thanks for your instructions.
First I cannot find C:\WINNT
Second, Remote procedure call is in stopped position. I tried using
SERVICES.MSC to place it in automatic mode from Manual; it does not work.
Third I am new to computers and cannot find the System Configuration Utility.
Please help if you can. Thank you

Your information was useful. First I went to the places you indicated on
services.msc and all were running. Second I went to the network and I found
the card disables, I enabled it and tried to install the Windows Installer
3.1 unsuccessfull.
I tried 2 times and the installer 3.1 cannot be installed. Any other ideas?
Thank you again

After fixing the netword card problem, did you reboot to see if it was still
enabled?
How are you downloading the windows installer, manually or through automatic
updates?
If automatically, have you tried manually downloading the windows installer
and installing?

Also when I had this error, I solved my problem by clearing out the
Windows\Softwaredistribution\download folder and then rebooted.
I then went to Windows Update site and selected Custom and then did the
updates from there.

There are no guarantees, only hopes .......
