Often it helps to search for the equivalent decimal value of hex codes.
In this case a search on MSDN finds this:

Where did you see the hex code?
Check the update's install log for a message with this decimal code?
Others with related messages apparently have a problem when there
is a space in the pathname of certain updates and presumably could
try renaming them. Unfortunately I can't find an example of this or
remember which product this workaround is usually associated with.
