error creating process when installing .net 1.1

Trying to install .net 1.1 on XP pro but get
"error creating process <C:\DOCUME~1\....\Local Settings\Temp\IXP000.TMP
\Install.exe>. Reason: INDOWS\system32\advpack.dll"

Any ideas?
