Error Installing .NET Error code is 0x8007F070

When I try to run MS Update I get an error code 0x8007F070 while trying to
update .net framwork 1.0 SP3

The issue can be caused by a damaged .NET Framework component. At this time,

I started doing what you said and then found out I do not have 1.0 installed.
Only 1.1. Is that possible and is that the reason I am getting this message?

I use a program that uses .NET and has problems with it often. I have had
to call the tech support for that company recently and they had me uninstall
all my .NET programs and then reinstall. I am guessing that I did not
install 1.0 and only 1.1. If I have 1.1 is it necessary to have 1.0?
