Error installing Win2K SP6 (or SP5): cfgmgr32.dll entry point not

I have win2K SP4. I am trying to update to SP6 (or even SP5).
Before install really gets going I get the error message:
"The procedure entry point setupapi.CM_Disable_DevNode could not be located
in the dynamic link library cfgmgr32.dll"
Any suggestions ?

There is no Service Pack after SP4 for Windows 2000 !

The only thing that comes close is the post SP4 RollUp.
