error message at boot "Resource library not available"

I am running windows xp pro and when i bootmy computer a window shows up and
says resource library not available. I installed norton system works and then
uninstalled it thats when it started but after uninstall it is still there. I
click on ok and it goes away but the computer every now and then stalls when
i open certain things and it takes 3 to 5 minutes for it to open.Please help.
