Error message - the following updates were not installed

I put together a new computer today and every thing works
except windows update. When I try to update , then Windows presents me
with updating version 3.1 of the Microsoft Windows Installer 3.1.

All that happens is I get an error message, "Some updates
couldnot be installed and also The followng updates were not installed
and it names Microsoft windows Installer 3.1

What to do?

You may need to install Windows Installer 3.1(V2).

I can't even get the installer to install

Go to Start > Run > copy and paste the below into the Open: line

%windir%\KB893803v2.log

Click OK or press Enter
Post the contents of the KB893803v2.log into your reply, please.

The *usual* cause of the Windows Installer installation failure is a
Permissions issue.
