Error Message "Non-running services: SelfUpdate"

I have just installed WSUS on a system (Windows Server 2000) and in the "To
Do List," I get an "Check your server configuration" message that states "One
or more Update Service components could not be contacted. Check your server
status and ensure that the Windows Server Update Service is running.
Non-running services: SelfUpdate"

I have done some research, but everything that I've found on the internet
suggests that either the SelfUpdate vroot isn't there or there's an issue
with IUSR_Machinename/permissions (and if so, there will be an event in the
log.) I've double-checked the SelfUpdate vroot and I have full access. The
IUSR account seems fine and there are no Event Viewer errors.

I've been able to synchronize the system and am waiting for the clients to
start connecting, but if SelfUpdate isn't working, I'm not sure that the
clients will update. I've got this running on two other (Windows Server
2003) networks without a problem.
