This isn't a Palm group, it's for pocket PC's.
As general info:
Are you sure your serial port is COM1? Not COM2? Is it enabled in your
computers BIOS?
Is your mouse a serial port one or a PS2 or USB one? Do you have a serial
port modem- which port is it using? COM1 and COM3 share some resources as do
COM2 and COM4- this can cause in use/locking and other issues.
But try a Palm newsgroup- there may be common causes for your problem which
other Palm users would be aware of where users of a machine that uses a
different operating system aren't.
